Limited-capability user IDs will not work in a WebFacing environment.
If you use the *YES or *PARTIAL parameter on the Limited capabilities (LMTCPB)
parameter for a user ID, your application will not work.

for more information. However, you can circumvent the problem. Set the initial
program for these user IDs to OSYS/QQFINVOKER. This will cause the WebFacing
run-time program to be invoked at logon time, which will enable these user
IDs to run in a WebFacing application.
Note: After you change the user ID to
this initial program, you cannot use it to sign on through a regular 5250
screen.
