Defect 17365
This fix stops the LMI from hanging when you refresh support information, snapshots, and LUDBA pages.
The defect is caused by long delays that can occur when comments are extracted from large files.

Defect 17421
This fix prevents the fdexporter from being killed unnecessarily by watchdog on busy networks.
The fdexporter can take several minutes to complete the SQLite updates on busy networks because extra indices were added to increase the speed of the LMI display of on-box flow data.
The watchdog timeout was extended, and an advanced tuning parameter was added, to allow modification in the field if necessary (that is, flowdata.exporter.watchdogTime).
This fix also resolves a situation in which restarting the watchdog caused the fdexporter to remain in the "UNCONFIGURED" state, and required a disable/enable sequence to be performed for the fdexporter to resume exporting.

This fix stops ALPSd from aborting due to a watchdog timeout.
The fix enforces a bounds check when the system processes DCA results. 
The fix corrects a race condition that can result in a use after free situation.
